A Problem Study On The Equalization Of Basic Public Services In Fujian Province

To achieve the equalization of basic public services is one of the core objectives of public finance. Government use financial function to reduce the differences of the basic public services, which attributes to many causes, including regional diversity, urban and rural areas differences, identity distinction. Besides, it can safeguard social fairness and justice, reflecting the idea of harmonious development. However, there are so many problems arising from the basic public services about equalization in China and the gap is widening. Therefore, it is urgent for us to elevate basic public service level, especially the equalization aspect. Fujian province has a strong economic foundation and the equalization level is relatively high, but there is still a big gap between some underdeveloped regions and developed ones. This paper focuses on the current situation of the equalization issues of basic public services in Fujian Province and puts forward some feasible suggestions on how to promote to equalize the basic public service in Fujian.This article starts with illustrating the equalization of basic public services from the perspective of the background,research significance and the connotation,which focuses on the promotion of equalization of basic public services. According to the research results of scholars at home and abroad, combined with the national strategic planning and data availability, we choose some reasonable basic public service indicators and use factor analysis method for empirical research in Fujian Province. By the way, all the indicators are based on the residents’ foremost needs and the survey centres on the equalization of basic public services. In empirical part, we calculate the comprehensive score of the equalization of basic public services in the overall level of equalization of basic public services in 9 areas of Fujian province and the whole province and ranking.The empirical results show that the equalization of basic public services in 9 areas of Fujian province are seriously unbalanced in supply, even some projects are not matching with regional economic development status. Since most public service is generally provided by the government, the economic development level of local government has a great impact on the supply of basic public services. As a result, through the difference of the level of basic public services between Fujian province and other provinces, we can find the more developed the area is, the higher levels of equalization of basic public service are.From the conclusion of the empirical analysis of Fujian, along with analysis of existing problems, causes are found that brings about the absence of equalization of basic public service supply. Through the comparison of sample rank between the Fujian province and other provinces, the study found that the economic level and government transfer payments impact on the equalization level to a great extent.At the same time, we can catch sight of some deficiencies of Fujian equalization of basic public services, so as to accelerate Fujian’s basic public service equalization process.Finally, some suggestions are put forward from the perspective of public fiscal system, the local economic development, the central government transfer system and laws and regulations, thus improving the level of equalization of basic public service policy suggestions.
