| Since the reform and opening-up, China’s economy has attained rapid development and accomplished significant economic and social achievements. However, as the economy develops at a high speed, it also brings a series of intricate social issues. Serious problems arrive in quick succession, including industrial structure conversion as well as upgrading and its optimization as well as adjustment, increasing social employment pressure, social distributive justice, polarization, difference of regions and difference between urban and rural areas, ecological damage as well as environmental pollution and others, and have a deep impact on the sound development of nation’s economy and society in current China, which become a key to achieving the sustainable development of national and regional social economy at this stage and even within a certain period in future.As a typical resource-oriented region, Yulin City of Shaanxi Province has made considerable progress in the regional economy focusing extensively on the development of coal, petroleum, natural gas energy and mineral resources after the reform and opening up, especially after it was established as the national energy-chemical industry base in 1998, leaping from an original backward prefecture-level city of Shaanxi Province to be among the best prefecture-level cities in the whole province, even throughout the country. Such one-sided and even twisted regional economic development and a series of social issues which are faced currently are of a certain typicality throughout the country. Based on this, this paper uses methods including test and analysis of relativity, comparison of labor productivity, departure degree of structure, employment elasticity, employment growth rate and gray correlation model to conduct systemic analysis and research of evolution characteristics and their interrelations of the industrial structure and the employment structure of Yulin, and proposes the basic thoughts and the main countermeasures for conversion and upgrading, optimal adjustment, spatial reorganization and coordinated development of the industrial structure and the employment structure so as to provide reference for other congeneric and homogeneous regions trying to realize the coordinated development of the industrial structure and the employment structure as well as healthy and sustainable development in regional economic society under the new normal. Conclusions of the study are as follows:(1) The absolute value of the structure deviation of the first industry is growing, employment structure lags behind the industrial structure, internal industrial hidden unemployment problem is more prominent; The absolute value of deviation of secondary industrial structures is very large, and it is obvious that the quantity of employment is not enough; the tertiary industry is more reasonable, but the deviation coefficient is still bigger than zero, which shows that industry should accommodate more labors.(2) Through the analysis of employment elasticity and the contribution rate of employment growth, it can be figured out that pulling effect of the third industry on employment is the greatest, then the second industry, and which of the first industry is the minimum.(3) Generally, it shows a space pattern of a higher proportion in north and a lower proportion in south on the industrial structure and the employment structure in Yulin City. The northern six counties hold above 90% of the second industry; and the northern six counties hold about 80% of the third industry. The employment structure also demonstrates a certain pattern that the northern areas are better than the southern areas. The average employment in the six northern counties accounts for 62% of the total employment.(4) Analyze the correlation between the industrial structure and the employment structure via the method of Grey Correlation Model Analysis. The tertiary industry has the maximal relevance with the employment structure, and then is the primary industry, and the secondary industry is the least. |
