The 18th National Congress of the Communist Party of China has elevated ecological civilization construction to a new strategic level. Forestry shoulders the primary task in the ecological civilization construction. On the national level, ecological civilization construction and forestry development have policy orientations, but all the policies will finally be implemented by the representative of government in towns, forestry stations, which are at the end of forestry systems; therefore, the function display of forestry stations in towns is rather important. Based on the information and data from field research and the related literature on forestry stations in towns, with mastering farmers’needs on the function of forestry stations in towns and the present running situation of forestry stations in towns, this paper depends on the theoretical framework of service-oriented government, function optimization and governance, and the function optimization principles of all-win, combination of internal and external causes, adaptation and innovation, and puts forward the function optimization methods of forestry stations in towns, which are optimizing function structure, enforcing service function, strengthening institution-building, rationalizing management mechanisms and exploring new forms of governance in towns. Meanwhile, this paper learns from advanced theories and practical experience of forest management of towns in other countries, and creatively puts forward new model for forestry management of towns in our nation. The new management model, with participation, scientific, effectiveness, and equity as characteristics, can rationalize the forestry management of towns in our country, push forward the deep function optimization of forestry stations in towns and complete the "last mile" of serving farmers, through the reform and innovation of governing structure.
