Research On The Remaining Problems And Countermeasures Of The Centralized Payment Of The Treasury In The Towns And Villages Of Qufu City

As the foundation of China's financial system,township finance is playing an increasingly important role in strengthening the construction of grassroots political power,providing social public services and promoting the harmonious and healthy development of urban and rural economy and society.The comprehensive promotion of centralized payment by township Treasury is a major measure to improve the current township financial management,which improves the payment efficiency of township finance,and plays a positive role in the economic development of the town.This article selects Qufu as the research object,introduces the development process of the centralized payment of the Treasury,summarizes the reform results of the centralized payment of the Treasury,and objectively points out the problems existing in the operation of the centralized payment of the Treasury.These problems,on the one hand,due to the centralized payment internal operation is not smooth,on the other hand,due to the township financial management system is not perfect.Through objective analysis,puts forward three countermeasures and Suggestions: first,to improve the current centralized Treasury system;second,to strengthen the financial management construction of towns and townships;third,to transform the functions of township governments and further release the vitality of the reform of centralized Treasury payment.Through consulting materials and in-depth research,this paper summarizes the latest research results on centralized Treasury payment and financial management,and makes a detailed theoretical analysis on centralized Treasury payment by applying relevant theories such as public finance,public choice and system innovation.Selection of literature research,empirical research method,comparison analysis and other research methods,according to the thinking of problem,to analyze and solve problems,to the rigorous logic framework,through the study of problems exist in town national Treasury centralized payment,further enhance the management level of the rural finance,for the function of service oriented government construction has very important significance.
