The Research About BT Model Based On Cooperation And Gamble Which Is Apply In Municipal Bridge Project

Since China has reformed and opened, the proceed of urbanization is developing fast, the need of city municipal infrastructure construction is growing all the time. But the income of government is limited which is not fulfill this need. So the model of building and transfer is a effective way for the local government to change the method of investment and financing which is to absorb the community capital, and relief the pressure of government financial, and control the proceed of project, and assure the quantity of project, and improve operating efficiency.This paper is base on the basic theory of BT model, and research on the Jialing River second bridge, through analyzing the responsibility, risk of BT model and the relationship of cooperation and gamble between sponsor and investors, putting forward the solution to promote the healthy development of municipal bridge engineering BT model in our country with the engineering practice and research the application of BT model. Te main ideas and conclusions obtained are as follows:(1)Through the analysis of the mechanism generated by the relationship of cooperation and gamble between sponsor and investors, this paper puts forward ways of achieve mainly by Setting up effective mechanism, determining the project objectives, making a reasonable income distribution and effective consultation system.(2) Through the analysis of adaptability, operation process, the division of responsibilities and specific practice application of Yilong Jialing River Bridge project BT mode, this paper can conclude that the BT financing pattern being used in the municipal bridge engineering project in our country,, has provided the theory and the practice experience for our country to the similar projects which use the BT mode of investment.(3) Based on the analysis of the results of previous studies combined with the practical engineering application of BT mode, this paper puts forward specific suggestions in investment control, risk control, schedule control and quality control which can promote the healthy development of municipal bridge engineering in China under the background of BT model.
