Along with policy opening of highway construction and investment to fixed assets increase continuously, highway construction is growing, the project construction also unceasingly increases, then project management problems are more and more prominent.Highway construction projects of Xi'an Road and Bridge Company gradually increases, in the project management the quality, the security, the progress, the cost and other aspects of internal control measures are gradually exposed.How to resolve the internal control problems in project management is puzzling management policy-maker of Xi'an Road and Bridge Company,also relates company's benefit profit level.To the construction of Guanghe highway project of Xi'an Road and Bridge Company as the research object, employing the marketing and management theory, through thorough investigation and study, this thesis summarized the major problems existed in the daily management of project of company,established 5 management measures in Guanghe project implementation research : in the quality management aspect, establishment, has improved the quality management system, the union actual has carried on the analysis to the project quality accident, proposed Guanghe project corresponding quality countermeasure; in the project schedule management aspect, has analyzed the construction item progress establishment procedure, has established progress control measure of project; in the project safety control aspect, has been clear identification method about risk source, and proposed safety precaution flow of Guanghe project;in project cost management aspect, proposed that Guanghe project must establish project manager as the core cost management system, and proposed by stages the cost management implementation measure. in the project incentive mechanism aspect, the author has designed the drive model to the project personnel category, has established the classified examination measure.Finally, On the basis of Guanghe project of Xi'an Road and Bridge Company of the control measures , how to strengthen the quality, the security, the progress information construction , project cost control as well as project professional's organization construction and so on,this thesis put forward the implementation proposal.
