At present, China is in a critical period of transformation of the pattern of economic development, scientific development is a constant theme. “Improving the ability of independent innovation and building an innovative country ”is not only the core of the national development strategy, but also the key to improving overall national strength. The new theory of economic growth think that science and technological progress plays a very important role in economic development. But only by an increase in regional or internal investment to improve the technological competitiveness and the production efficiency is not enough, so the study of science and technology with the technology spillovers produced.Today in regional trade integration, enhance scientific and technological spillovers area is very important. Past studies of spillover effects have limited in spillover effects caused by foreign investment and trade. but in our country, especially in relatively backward areas, R&D between regions is the main source of technology spillovers for technical innovation.Gansu province is located in the western of China, economic development level is relatively backward of central and eastern regions.so the implementation of innovation driven development strategy is the inevitable choice of our, it must rely on the strength of science and technology, through the innovation of science and technology to achievethe transformation and upgrading of economic development. Especially in the the new normal of the economic development, it is more important to rely on scientific and technological innovation to form a new economic growth point, to realize the unification of the development speed and quality benefits. So the correct understanding of R&D spillover effect mechanism, clear the current situation of different parts of the R&D activities and know how to measure for gansu R&D spillover effect has been the subject of this study.This article selects 14 cities in gansu province state index of input and output of R&D activities as section unit, the length of time for 2002-2012.First analysis of the status quo, from two dimensions of time and space for the current situation of the input and output of R&D activities in gansu province is analyzed, and to study its convergence. The empirical analysis part, starting from the basic knowledge of production function theory model, and from two aspects of traditional panel model and spatial panel model test and estimate respectively, and comparison analysis,draw the conclusion. The empirical results show that the area of gansu province between R&D spillover effect, and is based on spatial geographical factors as the leading factor, space economic factors as auxiliary. Fitting results show that the degree of fitting of the spatial panel data model is superior to least squares, and traditional panel data model.So, in promoting economic growth, the process of scientific andtechnological progress, the R&D flow between adjacent areas, areas between the sound and rapid economic development, regional economic links between more closely.
