New Political Economy Analysis Of China’s Agricultural Products Trade Policy

With the development of international trade, the trade between countries more frequently, however, the development of agricultural products trade is relatively backward; countries adopt protection policy in different degree in agricultural products. Under the background of the global agricultural products trade protection, analyses of China’s agricultural trade policy decision factors are very important to understand and evaluate the current policy.The new political economics analysis method has been widely used in the analysis of trade policies of other countries. Making the personal analysis methods of government behavior, the governments as a rational economic man of pursuing the maximize benefits, considering the impact of various interest groups; finally determine the optimal trade policy of the government. This paper uses the method of new political economics, analysis China agricultural trade policy, clarify the way of important influence factors of China’s agricultural products trade policy and the impact paths, to determine the optimal policy of agricultural product trade of our country; through the data from 2000 to 2014 of China’s agricultural products trade policy direction and Implementation effect, analysis of current policies and effect of policy.Through the analysis of the model we know, many factors influence China’s agricultural products trade policy: the national agricultural strategy, interest groups, and the quality of agricultural products, agricultural production resources endowment, foreign policy and international rules. through the new political economics analysis of the model, we can draw the two following conclusions: one is the optimal policy of agricultural product trade of our country at the present stage is the protection of trade, this is because in the current restraint condition, can only choose the policy of trade protection, and trade protection policies can realize the maximization of the utility of government; the two is the agricultural products trade protection is not the higher the better, putting the quality of agricultural products into the utility function of government, can find the optimal policy of the government is moderate protection, and with the government put more attention to quality of agricultural products, agricultural products trade protection efforts will gradually relax.Through the empirical study on China’s agricultural trade policy and effect can draw three conclusions: one is China’s agricultural trade policy in line with appropriate protection conclusion, agricultural products trade protection in recent years showed a downward trend; the two is the type of agricultural products trade protection policy is diverse, tariff protection slightly less, more through the non- tariff barriers to protect to the agricultural producing; three is from the agricultural products trade protection effect, in the current agricultural trade policy, China’s agricultural production and has not been a great blow, domestic agricultural products and prices showed a steady growth momentum, the effect of agricultural products trade protection is good,Four is through 1990-2013 years the annual datas of variables to represent the relevant influence factors, verify the theoretical framework of this thesis, the agricultural production, agricultural products quality, interest groups and domestic resource constraints have significant impacts on China’s agricultural trade policy, and accession to the world trade organization impact the structural of China’s agricultural trade policy.
