The Sino-US trade relationship is one of the most important trade relations among the world. It's very necessary to give an insight on the political and economical characteristics and understand its internal and external mechanism in order to shed a light on the trend of US trade policy towards China.Using a political- economic method of trade policy analysis, the article try to explore the question how the US trade towards China is affected by the institution and decision making process, and how it subject to US policy towards China and be subjected to the influence of domestic policy and interest groups. The main purpose of author is to form an panoramic path to understand trade policy making and emphasis on the political economic characteristics of trade policy.The paper construct as below: First section is instruction, it describes the purpose of this paper and method we adopted, also review the relate-field study in this section. Second section formed an overall paradigm with combined the economic and political analysis, macro and micro perspectives, and international-domestic decision making process–interest group method.Chapter 3 gives a general review of U.S-china trade evolution, the author review the history, the evolution and the trend of U.S-china trade , trade policy evolution of U.S and its characteristics, to build up a background for the follow study. In Chapter 4, the author shows the decision making process of US trade policy, analysis on the main body who affects trade policy including Congress,President and administration system. Chapter 5 analysis from the macro view of point to show how the national strategy based on national interest dominates the US trade policy toward China. Chapter 6 focus on the interest group methods of trade politics, introduced the basic model and then analysis on the case of PNTR. The four chapters is the main logical analysis of the work, it shows the main factors which affect trade policy making.Chapter 7 gives an empirical study which focus on the export control policy of US toward China. After a brief introduction of the history and evolution of export control policy, the author use technical exports to test the proposition that we have bring forward in last chapters. The last section is conclusion, base on the theory analysis and empirical result; the author explore the future policy tendency and bring forward some proposals as how to deal with it.This paper combined historical, economic and empirical analysis together, derive the study method from history and international policy to investigate the history, institution, and evolution of trade policy, try to probe the deep causes of U.S-china trade policy, and give a strong theory proof for further study in this field.
