In twenty-first Century, the competition between enterprises is talents essentially, sohuman resource has become the most important resource in the enterprise. Thus, it is a veryimportant factor for the companies to build a strong talent team. The tasks like how to dealwith the contradiction between supply and demand, how to improve the rate of return oninvestment of talent and how to do a good job in configuration of enterprises have becomea very important realistic problem. The theory and practice of human resource managementhas made considerable development because of various angles of related research of theacademics. But it is still a difficult problem to establish a talent management model basedon the needs of enterprise and cost benefit maximization.This study will use the theories and methods of supply chain management to humanresources management through the construction of enterprise human resources supply chain,so that the organizations can place the right people to the right position at the right time.The first part is interviewing managers of human resources department from15enterprises. The second part is improving a human resource supply chain model on thebasis of human resources demand forecast and the interviews. The third part is analyzingand solving problems of talent training, talent base construction and talent loss by supplychain management theory and methods. In the end, the author analysis the informationsystem to support the above solutions through the construction of new human resourcemanagement with appropriate information technology from the angle of system.
