New and high technology company is knowledge concentrated and technology intensive economy, the development of the enterprises depends largely on the ability to create knowledge and technical level. Therefore, the competition among high-tech enterprises is no longer performed for material wealth and number, while the quantity and quality of the human capital enterprises have. In the talent team structure of new and high technology company, the knowledge staff is the most typical, the most important and the largest proportion of employees. High tech talent scale directly decides the industry scale and the development, when the number of high-tech talent reaches a certain size, enterprises must pay great attention to how to improve the quality of talent. As the most important strategic resources, solid foundation of talents is the source to promote the rapid development of high-tech enterprises.Present stage of China’s high-tech enterprises have gradually attach importance to talent management, but most high-tech talent management still stays in the surface phase, such as talent supply and demand imbalance, lack of talent reserve, man does not match the post, so that high-tech talents do not really develop their ability and cleverness, thereby seriously affecting the enthusiasm of the high-tech talent. The blindness of investment for talents in High and new technology enterprises, to a certain extent, affected the economic benefits of the enterprise. How to solve the problem of shortage of talents in enterprises, how to accurately identify talent, and how to recommend the right person to the right position, is particularly important for the development of high-tech enterprises. The paper presents a new model of talent management talent supply chain management. Through the talent supply chain management mode can realize no time difference between talent supply and personnel JIT internal configuration in the high-tech enterprises.The full text is divided into8chapters. The two chapters expound on the choice of basis and theoretical background, the research goal and the significance, and briefly summarized related domestic and foreign theories and research status. The third chapter summarizes the characteristics of high-tech talent, analyzed the current situation and the existence questions of China’s high-tech talent management, and provided a basis to build up a new model of talent management. The fourth chapter analyzes the similarities between talent management and supply chain management and the advantages of talent supply chain management, and elaborated the design strategies and steps for talent supply chain of new and high technology company, provides feasibility analysis for the next chapter.5,6chapter is the main research contents, and also the innovation point. The fifth chapter studies the high-tech talent supply chain structure model, including the supply of external, internal configuration and talent supply chain information control system, analyzes how to select and evaluate high-tech talent suppliers, how to realize the high-tech talent JIT configuration. The sixth chapter describes how to evaluate the high-tech talent supply chain management, establishes performance evaluation indexes of the high-tech enterprise talent supply chain, and then select fuzzy comprehensive evaluation method to evaluate. Finally, select the A technology limited company to carry out performance evaluation as a case analyse, and proposed the high-tech talent supply chain management optimization.The innovation point of this article:(1) supply chain thinking applied to the high-tech enterprises talent management of our country, through the establishment of new and high technology company talent supply chain, provides a new angle of view for China’s high-tech enterprise talent management.(2) how to evaluate the new high-tech enteiprise talent supply chain, establish performance evaluation index system of high-tech enterprise personnel supply chain, which is the basis for operation results of high-tech enterprises talent supply chain.
