Cultural tourism is one of the fastest growing tourism project in21st century. According to the surveys conducted by experts, there is no exception that the travelers from America, Japan, Germany, France and Australia regard "contacting with local people, knowing about the native culture and living methods" as one of their main three travel aims. In China, cultural tourism is favored by many travelers because of its unique cultural deposits as well as its special cultural atmosphere. From the perspective of travel destination, they begin to pay more and more attention to exploring the production of cultural tourism. However, there are some differences between how the foreign researchers and domestic researchers think about cultural tourism, and they also have different ideas about the exploring patterns of cultural tourism. As to a given travel destination, the essential problem is how to take its internal and external environment as foundation and under the guidance of the relevant theory to explore cultural tourism reasonably and scientifically.Baotou city is a multinational and multiregion city whose culture system is mainly based on the silviculture of Inner Mongolia and Han. As an important tourism city of west Inner Mongolia autonomous region, the development of Baotou city’s tourism and culture do not match with its rich cultural tourism resources. many valuable tourism resources have not been fully made use of.Taking relevant theories both home and abroad as a base, this thesis gives a further division and evaluation of the types of Baotou’s tourism resources according to the properties of resources. at the same time, according to the present situation and problems as well as the rich resources of Baotou’s culture tourism development, this thesis gives modes of primitive developing mode, recovering developing mod, imaginative experiential developing mode and motor museum developing mode. At the same time, considering the developing mode of application, it also offers specific tourism development countermeasures by digging out the cultural meaning, developing the tourist sites, training talented people and making full use of the governmental forces basing on the present situation of Baotou’s tourism developing standard. And this thesis takes the Wudang Temple of Baotou city as an example, gives an analysis and countermeasures to its present opening situation and problems. It includes the analysis of present opening mode of visual mode, art mode as well as the schooling mode. The regional aspects, the products of the tourism zone and the connection between the development of the tourist zone and its related industries are also taken into analyze.This thesis is aiming to achieve the effect of promoting the developing system into a cultural tourism system of experiences, innovation and uniqueness so as to satisfy the various traveling needs of the tourists and improve the competitiveness and sustainable development of Baotou’s tourism. at the same time, through this study, it also aims at improving the theoretical vision of cultural tourism researches, and offering guiding significance to Baotou city’s cultural tourism development.
