Research On The Construction Of The Interaction Of Fiscal Support And Financial Support On New-type Of Urbanization

The Eighteenth National Congress of the Communist Party of China clearly put forwardthat China must realize synchronous development of new industrialization, informatization, newurbanization and agricultural modernization. Being one of the four modernizations, the new typeof urbanization has been the focus by academia and industry. The new type of urbanization is notjust concentrated on transferring the population from rural areas to urban areas, or expanding thesize and numbers of towns, but to transfer the structure and functions of urban areas. Taking anew road of urbanization with Chinese characteristics and scientific development, China mustmake people-oriented in core and comprehensively improve the quality of the urban populationand improving living standards. To achieve this, China’s primary task is to promote the ability tostabilize the resident population living in urban areas to achieve citizenship.The construction of the newly urbanization is impossible without fund, the majority of thesefunds come from fiscal support and financial markets. For how to build support for the newfiscal and financial linkage pattern of urbanization, this article try to sort out from mechanismanalysis, pattern drawing, situation analysis. By summary the historical trajectory andcharacteristics of urbanization development abroad, this article finds that the urbanization isimpossible without fiscal support and financial support. However, the fiscal and financial supportpattern is closely relevant to the development of the local economy and the stage of thedevelopment. The strength of the fiscal and financial support is different under differenteconomic structure. The linkage pattern have three types: government leading, governmentguiding and market leading.Located in the middle of China and standing in the middle reaches of the Yangtze River,Hubei Province posses the land area of185,900square kilometers, making it having a locationadvantage:“among the central, through rivers and seas, lead to nine provinces”. Taking Hubeiprovince as an example, this paper analyzes the status of the development of new towns.Currently, Hubei province is in a period of rapid development of new urbanization, theparticularity of urban and rural dual structure makes the construction of the new type ofurbanization of Hubei Province should choose the government guiding type, the governmentmake overall planning, guide the finance play a fundamental role in the construction of the newtype of urbanization. The specific methods for linkage are as follows: firstly, innovating financing investment and financing mechanism relying on financial support; secondly, thegovernment should make the financial support to play a guiding role in financial development,and promote the “production city of sync”; thirdly, the government should coordinate thefinancial method with fiscal method. Only in this way can the government achieve therequirements of the new era of socialist urbanization.
