China Mobile, China Unicom and China Telecom have formedan imperfect competition situation in the telecom market.However, a particular segment of the market operatorsstructural imbalances still exist, such as exclusive monopoly.More importantly, so far, China’s telecom industry is still astate-owned capital oligopoly market management status, andprivate capital hasn’t come into the telecom industry for adiversification and differential marketing yet. The marketcompetition is far from a relatively fair, efficient, dynamicbalance.The research of this paper has made an analysis in mobilevirtual operation by Policy Network Theory. MIIT, SASAC,state-owned enterprises, private enterprises, experts,scholars and network media play an important role in the network. Some bad problems that are expected to appear in the processof policy implementation are discussed in accordance with therelevant laws, regulations and policies.Finally, the paper has given some conclusions and measures.A: The formulation and implementation process of mobile virtualoperation policy is a kind of economic interest interaction.B: The effect of the policy on mobile virtual operation isbeneficial or harmful. C: Policy effect will also react oninteraction networks, make them carry on the policy study, andadjust their network interaction and interests. D: We mustimprove the network participation mechanism, adjust thedistribution of interests. Anti-captive phenomenon of telecomindustry does need a strong legal system.Policy network theory as the way of present study hasenriched the development of domestic research on mobile virtualnetwork operation. The integrated use of political economics,sociology and law will become an evolution of public managementtheory innovation.
