Research On Fengtai Science Park Industrial Clusters To Civil-military Integration

Since2009, civil-military integration has been concerned widely by thecommunity, and the achievement of civil-military integration development hasbecome a top priority.. Practice has proved that as an important means to promoteeconomic growth, industrial clusters play an increasingly important role in terms ofthe two-way transfer of civil-military technology and the integration development ofmilitary economic and local economic. It has become an effective way to protect thescaled development of civil-military integration. At present, China has24civil-military integration industry demonstration bases, which are the main force inthe development of civil-military integration industry.During the "Twelfth Five Year Plan" period, Fengtai District proposed "spacestrategy layout axis2-four areas". Combining with the development trend of worldindustrial countries, the adjustment of industrial structure, and industrial space layoutof Beijing and the Fengtai science and Technology Park’s own accumulation, Fengtaiscience and technology park development will focuse on the integration of militaryand civilian, emergency rescue, rail transportation and the construction of energysaving and environmental protection industry base.In2013, Fengtai science andtechnology park had begun to engage in military and civilian integration industryplanning, it had proposed four kinds of industrial clusters: the development ofaerospace, information technology, satellite application, large equipmentmanufacturing, and gradually added to the civil military integration of clusterdevelopment camp.This paper takes the Fengtai Science Park as an example, puts forward theindustrial clusters in Fengtai science and technology park has a role in promoting theintegration of military and civilian, by means of the domestic and foreign industrialcluster, development status of the theory of civil military integration, Fengtai scienceand Technology Park of military and civilian integration situation of industry base construction research. This paper establishes the industrial cluster and the civilmilitary integration evaluation index system, and the statistical model and statisticalanalysis, which confirms the hypothesis: before the industry park development to acritical level, the promotion the role is gradually increasing; and more than thiscritical degree, the promotion effect is gradually decreased; if the industry parkreaches a certain maturity, it will no longer have impacts on the development ofmilitary and civilian integration hypothesis of industry. According to the results ofempirical analysis, this paper also puts forward strategies to promote the Fengtaiscience and Technology Park of military and civilian integration industrydevelopment: the early development in aerospace, satellite applications, informationtechnology and equipment manufacturing four industrial clusters to promote theintegration of military and civilian industry park development in general, and on thisbasis, puts forward criticisms and suggestions for the development of Fengtai scienceand technology park with the army and the people integration of industry clusters.
