Research On Civil-Military Integrated Development Of National Defense Science And Technology Industry

In recent years, national defense industry has made considerable progress and important achievements in China, and plays an important role in the country’s industry. In 2012, 18 th Party Congress of China proposed the civil-military integration strategy, and brought opportunities for the development of national defense industry. As the national defense industry is the important area of the integration, considering the history and practice of the science and technology industry, study of the integration path of the industry is of great significance to the coordinated development of national defense construction and economic reconstruction.This dissertation reviews the development of civil-military integration in some main countries, summarizes the experience and enlightenment, and emphatically expounds the civil-military integration strategy with Chinese characteristics. Considering the problems such as incomplete coverage of the strategy and the light integration, this dissertation proposes the research framework that making coordinating the construction of national defense and economic development as the core with civil-military integration development in various areas, in order to provide the basis for the optimal decision, and to laid the theoretical foundation for a win-win situation of both the military and economic benefits. The main conclusions and innovation embody in the following respects.(1)Study the external role of defense spending on economic growth through regression analysis with panel data model. The results show that construction of national defense has some spillover effect on economy. Therefore, carrying out civil-military integration strategy will be helpful to co-ordinate the development of national defense and economic reconstruction and achieve the win-win result.(2)Explore the development path of civil-military integration. Firstly, construct civil-military integration innovation system, and highlight the leading role of the government. From a dynamic view, to analyze the game behavior of bounded rationality government, military enterprises and private enterprises. The results show that the government can play a role of macroeconomic regulation and control through the establishment of a mechanism with motivation, supervision and punishment, and create a good environment for the development of civil-military integration, so as to promote innovation systems evolve towards Pareto optimal direction. Finally put forward suggestions for promoting cooperation of multi agents in military field. Secondly, bring in talent supply chain theory, using differential games model to build national defense science and technology training system, and study the optimal strategy of both military university and non-military colleges. And then comparing the feedback equilibrium results of Nash non-cooperative game, Stackelberg cooperative game and coordinated cooperation game, the results show that under coordinated cooperative game both military university and non-military colleges pay a higher effort level and get a higher overall returns. And then, consider the civil-military integration in weapon equipment competitive procurement process, through public bidding to make deeper implementation of civil-military integration strategy. This dissertation applies the principal-agent theory to research the optimal decision of multiple bidding enterprises and the only procurement department(the government), so as to provide the theory basis for the choice of supplier, and realize win-win situation of military and economic benefits.(3)Select policy tools from the legal perspective and build a two-dimensional framework of defense policy, analysis that if it has overflow, missing or inadequate phenomenon, and make relevant policy recommendations aiming at making the civil-military integration up to the country’s volition. Make laws to clearly outline the major principles, system and direction of civil-military integration.
