The global new revolution in Military Affairs brings forward new requirements on the development of our national defense science and technology industry. Our country is facing the hard mission of developing economic and structuring national defense, so our colligation strength of our science technology and industry for national defense needs to be built up. The changing environment and development requires our national defense science and technology industry to be developed for both military and civil use, then speed up its updating and transform in the new period. Meeting the military demand and service for our economic construction are the two mail missions for national defense science and technology industry in the new century. The only way to achieve the mission depends on realizing the target of defense science and technology industry civil-military integration. Research on the construction and successful mode of defense technology industry civil-military target system, has valuable in theory and fact.
