Research Of The Development Planning Of Civil-military Integration Industrial Park

The integration of civil-military, as the new mode of industry development which was formed by the cross of the national defense technology and the national economy at the present stage, promotes the exchange of all-round, multi-level between the both and lays the foundation for military enterprise to carry out management innovation and improve their competiveness.“We should continue to follow a Chinese-style path that integrates the development of military and civilian sectors, combine efforts to make the country prosperous and the armed forces strong, and strengthen strategic planning, system building as well as related laws and regulations to boost the development of military and civilian sectors in an integrated way,” by the report at 18 th Party Congress, Nov. 8. 2012. It firstly overall planned the two constructions in a national strategic perspective and closely linked the construction of military technology with economic development.In the thesis the author combs the different modes and stage of development of civil-military through the analysis of relevant literatures in-depth. After studying the foreign military-civil integration development mode, combining with China’s development process and present situation of civil-military integration, it breaks down the barriers and effectively urges the flow of resources between civilian technology and military technology, which improves the total competitiveness of the product and coordinates the economic development and national defense construction.The thesis is based on, exampled as the planning of A military-civil integration industrial park, the analysis of fundamental advantages and macro environmental policy. The thesis validates the rationality of enterprises in the park through the related theory. It integrates the high-level military equipment manufacturing, private capital, research institution and advisory services, etc, and enhances the effect of conversion from military technology to civilian utilization on platform strategy.
