With the globalization and integration of world economy, the competition betweenenterprises is more and more fierce. Due to the long-term influence of the planned economicsystem and concept, human resource development environment is very complex in China’sstate-owned enterprises. Mode of human resource development and management innovationof enterprises, deepen the reform of the personnel system of state-owned enterprises hasbecome the inevitable choice to accelerate transform the mode of economic development ofthe state-owned enterprises.This paper summarizes the new theory, the connotation and the research status at homeand abroad of human resource management, and summarizes the necessity and significance ofhuman resource management and development of Shengli Petroleum EngineeringCompany.In the analysis status, basic experience and based on the existing problems ofhuman resource management, the causes of the problems are analyzed.Investigation the thought to be taken, at the same time, systematically puts forward to thestrategies and measures of human resource management and development company,including to establish the modern enterprise requires of human resources managementconcept,to establish enterprises employing mechanism and management system, to establishthe income distribution system in conformity with the existing system, to improve theperformance appraisal system, to establish staff training system to meet the requirements ofthe oil industry and to play the guiding role of corporate culture on human resourcesmanagement, etc.
