Agriculture is the primary industry, which is the basic industry of nationaleconomy.The development of agricultural production is directly related nationaleconomy can develop steadily. Good agricultural infrastructure is an importantcondition for agricultural production. Since reform and opening, China’seconomic development priorities are more concentrated in cities, investment inagricultural infrastructure is not enough emphasis. Agricultural infrastructure insome provinces have not updated. Lack of agricultural infrastructure reducesthe resistance of agricultural production of agricultural disasters. Especiallysince the new millennium, climate change is relatively large, which are onagricultural production, especially grain production had a tremendousimpact.Since2001, the government has increased the importance attached toagriculture. At the same time government has increased the investment inagricultural infrastructure. Given this situation, this paper uses DEAmethod,combined with the characteristics of agricultural infrastructure,toanalysis and evaluation the efficiency ofProvincial nvestment in agriculturalinfrastructure provinces efficiency of rural infrastructure investment. The rangeis from2001to2005(missing2002data).First, agricultural infrastructure, this paper defines the concept of the body.On the basis of reviewing the development process in the concept ofinfrastructure, leads to the concept of agricultural infrastructure and furthercompares the difference between the domestic and foreign experts and scholars on the definition of the concept of agricultural infrastructure.Finally,considered the current realities, Agricultural infrastructure discussed in thisarticle is limited in three areas-water conservancy projects (including floodcontrol, irrigation, waterlogging, soil and water conservation, etc.), rural roads,rural electricity. After defining the scope of agricultural infrastructure,according to its own characteristics of agricultural infrastructure, In this paperthe agricultural TFP is taked as the output of investment in agriculturalinfrastructure, as the output indicator of DEA model. The water conservancyconstruction, rural roads, rural electricity are taked as input indicators of DEAmodel. Meanwhile, in order to better evaluate the efficiency of provincialinvestment in agricultural infrastructure, we use three-stage DEA method,provinces will be placed in the same background environment. This methodcan eliminate the interference of environmental factors. The final conclusionempirical Analysis of is: the investment efficiency gap of agriculturalinfrastructure of the provinces is gradually narrowing. However, weatherfactors still greatly influences agricultural production. On to the stock ofagricultural infrastructure, the provincial distribution is uneven. Comparison ofwater conservancy construction, rural roads, rural electrification in three areas,water conservancy facilities play the best in terms of increasing agriculturalTFP. Finally according to the empirical analysis, this paper presents policyrecommendations to improve the efficiency of investment in agriculturalinfrastructure.
