| The network operation and maintenance of intensive mode system of the ChinaTelecom, one of the large state-owned communication enterprises, has its owncharacteristics, advancement and representativeness, reflecting its better process,system and operation system. The already existing preliminary intensive mode ofHeilongjiang Telecom, the pilot branch of the China Telecom maintenance intensivemode, has showed good effect in the fierce competition and rapid technicaldevelopment. If we can continue fill the insufficient and make up the short board,we will further improve the efficiency of network operation maintenance company,reduce maintenance cost, and make the company continue to develop.Through the analysis of the existing Heilongjiang telecom network operationmaintenance mode, this paper put forward the improvement scheme of the intensivemaintenance mode from the aspects of the network support system function ofcoverage, maintenance personnel’s comprehensive skills upgrading, the partialmaintenance business outsourcing strategies and so on, with the help of moderninformation management system TMN theory, SWOT analysis method and thetheory of division of labor. The improvement scheme includes the following threeaspects: strengthen the support system construction to improve network monitoringintelligence and reliability; establish efficient and thorough training system tocultivate interdisciplinary talents mastering many skills while specializing in one;divide outsourcing category scientifically to increase outsourcing ratio, lowermaintenance costs. At the same time, it has a great practical significance to putforward detail implementation plan for the improvement scheme. |
