Property management is a continuation and improvement of the real estate market economy, which is also the objective needs and inevitable outcome of the housing commercialization. In recent years, In the promotion of Harbin urban development strategy, which contains "northward leap, southward expansion, make the rise of central region, strengthen the county", property management industry has entered into a standardized, rapid and healthy development track. However, there are a lot of problems the owners are strongly concerned in the high-end real estate property management. And its careful analysis of research not only provides the necessary basic theory and reference materials to property management in northern cities, but also has important practical significance on the Harbin healthy development of property management industry.In this thesis, the problems of Fu Shun Shang Du property management are the basic starting points for research and focus. On the basis of literature research, qualitative analysis, interdisciplinary research, questionnaire survey and so on, the author summarized reasons for the problems in three aspects:First of all, the company management system is incomplete, rules and regulations are not perfect. Secondly, the overall quality of staff is not high, and the company does not have a scientific management system of personnel recruitment. Finally, property management company and the owners are lack of effective communications between each other. Taking these reasons, the author suggests it is necessary to redesign the property management program and regard the "zero defect" management as the design guidance. On this basis, the author made corresponding guiding ideology, management and service standards, developed "a model, two commitments, three points, four measures" design framework.Thesis focused on the solutions to ensure the effective implementation of the property management program. Firstly, It should resolutely implement the ISO9001:2000quality management system, improve the rules and regulations, prepare quality manual, quality system program files, operating instructions and other quality control documents, establish an independent quality control department which is called Quality Assurance. Secondly, it should adhere to both external recruitment and internal training, actively absorb the introduction of professionals, strengthen the knowledge and skills of staffs in the post training. Last but not the least, the property management company should improve the complaints system gradually. By updating the information platform, standardizing procedures for property management complaints and other measures which can improve the efficiency of property complaints handling and feedback speed, the company couldenhance communications with owners, strengthen mutual understanding, reducemisunderstanding and estrangement purposes.
