As is known to all, we generally choose the design, consulting services and thecontractor by bidding in real estate development project. Bidding procurement as animportant part of the enterprise management activities, its quality directly affects the projectschedule, engineering quality and enterprise cost. Facing the frequently macro-controlpolicies aimed at tightening real estate investment activities in current countries, real estatedevelopment enterprises is faced with great challenge and pressure. How to survive and winin the industry, from the enterprise internal to identify potential ascension space, put forwardthe feasible scheme, excavate the potential of reducing project cost in the tender stage,becomes the important way of sustained and healthy development of real estatedevelopment enterprise.GT real estate development project is the research object of this paper, one of a"HOPSCA" project which collection of the hotels, office buildings, shopping malls andapartments in Hangzhou QianJiang new town. Due to some deficiencies in the biddingmanagement and in order to solve the problems, this paper tries to from the Benchmarkingmanagement theory, compared to the benchmarking enterprise in the industry of commercialreal estate, from the aspects of the tender mode, tender process and bidding qualification audit,with reference to the current scientific assessment methods, learning the advanced effectivemanagement methods. At the same time, compared to the GT real estate developmentproject in the process of bidding packaging division, supplier qualification audit andevaluation these three aspects, we point out the problems in its management. Then on thebasis of the theory of the project management systems engineering, in combination withsupplier evaluation method, the Value Engineering (VE) and Analytic Hierarchy Process(AHP), we optimize the bidding work, and eventually put forward an improvement schemesand countermeasures for the GT project in bidding management.This paper used for project management theory and method of mathematical model, suchas the Benchmarking management, suppliers classification management, value engineering,analytic hierarchy process, to analyze the practical engineering case. The research is toimprove the GT project bidding management system. It has a certain reference value to thesimilar real estate development project, especially has a scientific and reasonable practicaleffect for large complex commercial real estate development projects.
