Tianjin water works Group, as a state-running water supplying enterprise with ahistory of115years, is encountering the challenge of transformation and upgradingand management innovation due to the requirements of development. In order toimprove the capability of secure water supply and the core competitiveness ofenterprise, and to make full use of the advantages of the industry, the company is inurgent need of taking in the advanced managing belief and experiences based on thecurrent management level. The company is planning to impose the vitality oforganization development and to improve management ability by conducting leanproduction project in its pilot units.The paper generally introduces the evolution of management theory that derivesfrom lean production then lean service to lean strategy. Based on the analysis ofTianjin water works Group’s present management system, the paper discusses themanagement foundation of introducing lean management, expounds the significanteffect of lean management on the improvement of the company’s ability to supplyqualified water, to handling the urgent unexpected events, to administrate innovatively,and on the boost of corporate culture cohesion. The literature presents the leanstrategy planning and general water pilot units’ introduction program of Tianjin waterworks Group in terms of lean management. According to the production conditions,based on the principles of lean production theory, starting from the5s fieldmanagement,8subjects are carried on which including the analysis of office papersaving and warehouse optimizing based on value stream, optimum medicamentexperiments based on lean six sigma DOE (design of experiment), the research ofwater saving node based on value engineering and financial assessment, thecomposing of waterworks reserve plan based on FMEA (Failure Mode and EffectsAnalysis). We evaluate the performances of lean subjections making use of FEAfinancial performance analytical system. We also hold some activities following thementioned subjections and focusing on the lean management such as training courses,leadership construction, improvement suggestions proposing, corporate cultureconstruction etc. We provide the valuable experience for the practice of Tianjin city tap water group lean management, and play a role in management improvement,talent cultivation, cultural influence and management innovation in the group.
