Research On Intellectual Property Strategy Of Beichen District Based On The SWOT Analysis

With the further development of knowledge economy, intellectual property isbecoming a key factor of innovation driven realization and endogenous growth modedevelopment; the strategy of intellectual property rights has become another majordevelopment strategy in China, following the strategy of invigorating the countrythrough science and education, and building up the strength with talented people.In the current and future long periods, the construction of Tianjin Northeconomic center is the direction and goal of the development of Beichen district. Toachieve this goal, Beichen district is facing the great mission of increasing thetechnological innovation level, accelerating technological innova tion developmentpace, combing the knowledge, technology and the economy closely, and realizing theeconomic rapid development; is facing the important task of increasing groupdevelopment of small and medium-sized enterprise of science and technology,cultivating the technology leading enterprises, and enhancing the competitiveness ofenterprises for star products. Therefore, the promotion and implementation of the"Beichen District intellectual property development strategy" will provide strongsupport to enhance the capability of independent innovation, effectively change themode of economic growth, promote the new urban construction, realize the scientific,harmonious and advanced development.This paper is divided into seven chapters. The first chapter is the introduction,including the focus of this paper, the research background, research significance andresearch method. The second to sixth chapter is the main part of the paper. The secondchapter elaborates the status of domestic and foreign intellectual property strategy,and defines the concept of regional intellectual property strategy; the third chapterraises the goal of intellectual property strategy for the northern economic centerconstruction, and details are discussed; The fourth and fifth chapters are the key onesof this paper; the fourth chapter based on the SWOT analysis the current situation ofBeichen District intellectual property work, and analyzes the existing problems. thefifth chapter puts forward the strategic implementation plan for the objectivediscussed in the fourth chapter, constructing the complete system of intellectualproperty strategy from five aspects. The sixth chapter uses the theory of performance management to design a complete set of performance evaluation system towardsBeichen District intellectual property work.
