With economic globalization, intellectual property rights are becoming increasingly important for SMEs. Intellectual property strategy is the core of the strategy to participate in market competition for SMEs. Choosing reasonable intellectual property rights that match the enterprise strategy environment is the most important factor for the implementation of IP strategy.This paper first analyses the theory of intellectual property strategy for SMEs. From the state, local government and enterprise, three aspects of intellectual property rights strategy of SMEs are compared and analyzed. In micro level, the SMEs’ intellectual property strategy of local government and enterprises are analyzed in detail using Shenzhen as the representative of the coastal areas, and Jiangxi Province representing less developed regions. SWOT analysis is adopted to present their own intellectual property development strategy suitable for different SMEs.The paper further gives the detailed analysis on the status of intellectual property rights for SMEs, The research on intellectual property strategy and its description constituted, especially with regard to the analysis of Intellectual Property Strategy Plan and its background conditions, will contribute to the development of future IP strategy for SMEs.
