Since the reform and opening up, China’s highway maintenance enterprise rapiddevelopment, administration and maintenance of highway mileage has increased year byyear, the road institution as the highway service agency in China, thehighwaymaintenance management system through the reform and development for many years, butbecause of the provinces, city, District, economic level and the actual situationof development is not balanced, the degree of reform there are different.
