Research On The Problems Of Guang Xi Highway Maintenance Institutions Budget Management

Since reform and opening up,with the perfection of the national legal system and implementation of a series of regulations,the reforms of national financial system has made remarkable achievements;also a public financial system corresponding to the socialist market economy system is now basically founded.The budget management system has been constantly improved,playing an important role in promoting sustained and healthy development of economy and society.Nowadays,with rapid development of economy and society,the sense of the public participating in public affairs is becoming stronger.Many people are concerned about the outcome of budget expenditures and wish that the budget expenditures can be truly open and transparent.However,there are many problems exposing in the period of implementation of current budget management,such as budget management and control means are not scientific enough;multi-year budgeting mechanism has not been established;budget system is not perfect enough;the soft budget constraint problems are still serious;carryovers of financial fund is large;the utilization efficiency of budget funds is low,the budget management lacks transparency;financial discipline need to be strengthened,which against public finance system and requirements of modern state governance,let alone public expectation.With the development of reformation,the management concept,system contraction,organizational structure and staffing of Guang Xi highway maintenance institutions have lost of trouble,cannot keep pace with the reforms of Guang Xi even Chinese.In order to let Guang Xi highway maintenance institutions take the initiative to adapt to requirements of finance reforms and promote Guang Xi transportation health,stable and sustainable development,this paper takes Coastal Highway Bureau of Guangxi Autonomous Region as example,focuses on budgeting,budget implementation and assessment of outcome,on the base of scene researching and first hand data,combines current budget regulations with the reform of the budget management system raised by the State Department as well as management system relates to competent department.In terms of Guang Xi highway maintenance institutions budgeting,budget implementation and assessment of outcome,through in-depth summarizes and analyzes,this paper tries to find out the problems and means in order that Guang Xi highway maintenance institutions strengthen budget management,improve the utilization efficiency of manpower,material and financial resources,maintain economic activities in order so that budget funds can be used properly.
