The Syudy On Low-carbon Environment From The Perspective Of Regional Governments Performance Evaluation

Since China’s reform and opening up30years, China has made remarkableachievements. However, with the rapid development of social economy and the hugesocial progress, especially in some parts of China, Because of the blind pursuit ofrapid economic growth and ignoring the environmental benefits, environment isgetting worse. Mankind has entered a stage of high-carbon economy carbon emissions,climate warming resulting more and more prominent, serious human sustainabledevelopment has aroused widespread concern in all countries. Reduce carbonemissions is imminent. China as a major energy consumer, but also carbon emittingcountries, naturallybeartheheaviercarbonemissionreductiontask.This article follows the role of emphasis on low carbon economy in theperspective of a low carbon economy. It reorganizes and constructs our governmentperformance evaluation system from economic development, humanity development,eco-development and technology development. We use the method of principalcomponent analysis to give a comprehensive comparison of the regional governmentperformance We point out the gap among these regional governments in thebackground of low carbon economy. And last, some reasonable suggestions arebrought forward as how to raise government performance under the condition of lowcarbon economy.
