Under the background of economic globalization, rapid economic development resulted in large-scale exploitation and utilization of fossil fuels has led to global environmental degradation. With climate matters has frequently happening all around the world, economic development, reducing energy consumption and greenhouse gases emissions, protecting the environment, and vigorously developing renewable energy and energy saving technology to become a major international issues of common concern.China's economic growth has relying heavily on high consumption of resources, and if it continues to follow the extensive mode of economic growth, energy will be difficult to sustain, the environment will be overwhelming. We must promote low-carbon economy to make full use of energy, alleviate climate issues and achieve sustainable development of economy and society. Low-carbon economy is a kind of economic model which based on low power consumption, low pollution and low emission. It is a new economic development approach which international community deal with human consumption of fossil fuels and a large number of emissions of carbon dioxide (CO2) and sulfur dioxide (SO2) resulting in catastrophic global climate change. In essence, low-carbon economy is to improve the energy efficiency and the structure of clean energy. The core of it is to make energy technology innovate and the concept of human survival and development a fundamental change. This is a concept of sustainable development of economic growth and an inevitable choice of China's economy achieving sustainable development and building a harmonious society. It is the current hot issue of economic research. The Eleventh National People's Congress declares that China should be clear that we must change the manner of economic development and promote low-carbon economy.A basic path of developing low-carbon economy is making use of the financing way of it. At the same time, the development of low-carbon economy needs policy supports, including financing policy for the effective promotion of low-carbon economic development. Since the concept of a low carbon economy in China was made not so long, its development is just starting. It is lack of funding, policies and experiences and needs more explorations. Therefore, combined with China's specific national conditions, the research of experiences in developed countries and improvement on financing mechanisms of low-carbon economy is an urgent task. This paper uses a way of which combined of microscopic, macroscopic and qualitative analysis and based on low-carbon economy and the financing of the basic theory to grasp the characteristics of financing in low-carbon economy, and to investigate the status of the financing development of low-carbon economy and the constraints of financing development of low-carbon economic in China. The article also proposed the use of fiscal policy and tax policy of government should be flexible. It proposes that government should actively guide financial institutions and capital markets to participate in and other channels to involve in financing of low-carbon economy to meet financing needs in different sectors of different levels, and strive to draw on ideas in promoting the development of a low carbon economy in China.This paper has some disadvantages:First of all, some surveys are based on small scope of investigation, not be carried in extensive area, so financial problems of a low-carbon economy can be more effectively analyzed. Second, referenced data of individual point of view has geographically limitations. It can not represent the nationwide data, so that may lead to research some one-sided. Last, speaking of the research methods, the article discussed financing issues of low-carbon economy more from an economic point of view, while not from a finance perspective and detailed analysis.
