The Study On Low Carbon Economy From The Perspective Of Government Performance Evaluation

Along with the social environment consciousness rising ceaselessly. The "low carbon" has gradually come into people’s lives. The concerns on low carbon environmental of them and the government requirements on the environment have become increasingly high. The government not only be regard as the state management departments, but also be regarded as the environment governance which has an important implications in the organization.The paper based on breaking the previous government performance evaluation model, from the low carbon economy background, combining with the economic, social, environment and energy performance evaluation standard, make a theoretic and empirical research on the performance evaluation of the government and get the main contents and conclusions as follows:First, this paper discusses the background and the significance of the paper、the domestic and international literature review. And then talked the evaluation of the government performance and the low carbon economy, the basic concept and theory are discussed, founding a theoretical base for the construction of the government performance appraisal system of low carbon economy.Second, from the traditional Chinese government appraisal of the problem proceed. We discuss in the development of low-carbon economy under the background of government performance evaluation on innovation, and then from the economic, social, environment, energy, technology and other aspects as the government appraisal content, in order to construct the government performance green evaluation system. Then introduce the relevant measurement methods used to evaluate this index system. With all of these, we select the Tianjin Economic Statistical Yearbook, environment statistics, energy statistics yearbook data of relevant data, analysis the Tianjin city hall in the development of low carbon economy policy performance evaluation results, at the same time in order to detect the evaluation index of the scientific rationality.Third, in combining with the results of empirical analysis of Tianjin city hall low carbon economic performance evaluation, from Chinese actual situation in the economic structure, social public investment, new energy and new technology investment and other indicators content puts forward corresponding countermeasures, in order to improve the performance of our country government green evaluation, so as to promote the development of Chinese low-carbon economy target.Finally, the paper gets a conclusion and makes a prospect on the government performance evaluation related research. This paper presents a scientific, rational system, low carbon economy development under the background of government performance evaluation system, promote our government system reform and government performance evaluation theory research to provide a new perspective and point of view, to establish a correct view of achievements, and promote the social sustainable development and low carbon development.
