Research On Government Behavior Of Heilongjiang Province In The Development Of Low Carbon Economy

With the increasingly serious problem of climate warming, it has brought great challenges to the sustainable development of human society. Environmental problems of air pollution, ozone hole, global warming are spreading, low carbon economy as a new economic development concept, it is important for solving the problems of climate and resource shortage, and it is also the inevitable choice to realize a win-win of economic development and resource environmental protection. Advocating low consumption and emissions, energy conservation, optimizing the industrial structure, strengthening ecological protection and construction, are increasingly drawn worldwide attention and attention. Heilongjiang province, an old industrial base and the country’s major energy and raw materials base, the mode of extensive economic growth was characterized obvious. High energy of industrial structure, as well as the lagging behind of technology progress etc. The sustainable development of Heilongjiang province should be guided by the government if the economic growth mode wanted to change. In the new global economy situation, Heilongjiang province which has the unique advantage of a low-carbon economy in the national played a pivotal role in the national and global environmental protection and climate change adjustment, and also to promoting ecological civilization construction.This paper expounds the issues of government behavior of Heilongjiang province appeared in legal, policy, economic, learning from the experience of domestic and international and combining with the actual situation of Heilongjiang Province, the current situation of the development of low carbon economy in Heilongjiang province with the introduction and analysis of relevant data. Through the qualitative analysis primarily, the problems and constraints existing in the development of low carbon economy in Heilongjiang province are analyzed, and from the industrial policy, cultural policies and the relevant laws and regulations of several aspects of Heilongjiang province, the government behavior countermeasures system of Heilongjiang Province in the construction of low carbon economy development was obtained. That is through the development of legal system of low carbon economy; optimization of low carbon economy industrial and energy structure; formulate a reasonable low carbon and effective incentive system; improving the government’s administrative efficiency; promoting the government management system innovation countermeasures of low carbon economy, and putting forward new ideas of scientific development more perfect and feasible.
