Since the year from1978to2013, China’s foreign trade development gainedremarkable achievements, the total value of China’s foreign trade increased from$20.64billion in1978to$4160billion in2013with an average annual growth rateof16.4percent. In recent years, China’s foreign trade has been developing rapidly, butthe trade structure is unbalanced. The value of goods trade surplus is growing rapidly.Looking at the structure of China’s imports of goods, we can find that the proportionof manufactured goods in total imports of goods decreased by approximately8.2percentage points. The proportion of imported machinery and electronic productsdeclined significantly from52.7percent to43percent. The proportion of importedhigh-tech products fell from28.1percent to27.9percent. The proportion of importedintermediate goods of consumer goods is larger. The imported volume of consumergoods has expended each year, but the proportion is still small. To this end, on April30,2012,’’Guiding Opinions on Strengthening import promotion of balanceddevelopment of foreign trade’’ promulgated by the State Council and the’’NationalTwelve-five Plan’’are proposed to attach importance to the import trade, expand thescale of imports, promote the balance of foreign trade, and further optimize thestructure of China’s imports of goods, enhance the overall effect of imported goods. This paper uses the fact of unbalanced structure of China’s foreign tradecommodities as a starting point, uses the change of China’s foreign trade policy afterthe international financial crisis and the China National Twelfth-Five Plan and moreincreasing in the number of trade friction in recent years as the background, uses themethods such as combination of theoretical and empirical, qualitative and quantitativeanalysis, comparative analysis to study the structure optimization of China’s foreigntrade.
