Software enterprises are typical project-driven enterprises, how toscientifically evaluate the project management maturity of Chinese softwareenterprise, to understand shortcomings and deficiencies of currententerprise project management, to establish an improvement plan to increaseenterprise project management level, and to enhance the enterprises’comprehensive competitiveness, has become an urgent problem in China’ssoftware enterprises. However, the application of existing projectmanagement maturity models need to spend a lot of time and cost, and therelevant theoretical studies are mostly concentrated in the construction andevaluation of proprietary industry models, rarely involved in the specific processimprovement, thus cannot be directly applied, especially in the software industry,which mainly are small and medium enterprises. Therefore, based on theexisting theories and practices, it is of important significance to analyze thecharacteristics and problems of small software enterprises in projectmanagement, then to study an improvement method of software projectmanagement suitable for our country’s small and medium-sized enterprise.This paper makes a comparative analysis of the research results aboutproject management maturity model of scholars at home and abroad, understandsand masters the current situation and research direction in this field, and thendetermines the PMI’s OPM3model as reference, thus constructs the Z company’sproject management maturity model and its evaluation index system. Firstly, thispaper makes a comprehensive understanding of the project managementmaturity model and its theory through literature research; secondly, according tothe software project management status of Z company, this paper,based on theOPM3model, tailors and constructs the Z-OPM3model; then determines theevaluation index elements of the Z-OPM3model using interview method, Delphimethod, and completes the construction of Z-OPM3model ’s evaluation indexsystem, combined with fuzzy comprehensive evaluation method; finally, thispaper uses Z-OPM3model in Z Corporation of maturity evaluation, andaccording to the evaluation results, the paper put forward a directive improvement scheme.The research results of this paper is to provide a small and medium-sizedsoftware enterprises a framework to improve their software project managementcapability: according to its own project management status, tailors the projectmanagement maturity model, builds an exclusive maturity model andits evaluation index system which are the most consistent with the requirementsof the organization at present, and then carries out self evaluation, after thatanalyzes and summaries the capability’s defects of the project managementprocess according to evaluation results, and then determines the improvementfocus, makes improvement plan, execute the improvement plan and so on, andconstantly enhance the competitiveness of enterprises.This study showsthat, according to the existing project management maturity model, combinedwith the present situation of company project management,it is feasible to realizethe self-improvement cycle by running a self-evaluation after constructions ofmaturity model and evaluation system.In addition, the PACS software project this thesis studies is different fromthe general software engineering project, it has a set of maturesoftware products, and the project did not focus on the software developmentprocess but on the implementation process. Therefore, the research results of thispaper have referential significance for the software industry or similar softwareprojects in which implementation are much more important than development.
