Mixed land use is an ideal form of land use, which contributes to theintensive and efficient use of land resources and sustainable urbandevelopment.However, since the long-term effects of zoning and the lag of urbanplanning system, there are still a lot of problems to be solved in theprocess of promoting mixed land use, whether it can be well solved isdirectly related with the effect of this use pattern. In this context, thispaper focuses on the impediment to mixed land use from the aspect ofland use control system, then propose the solution strategies. The studyfinds that the classification of urban land is relatively simple and toosmall, lack of flexibility; compatible regulations are too vague and thecoverage is narrow, also existing high discretion increases the risk ofimproper management; the change of use is difficult. Then, through New York, London, Tokyo, Hong Kong’s advanced practice of promotingmixed land use to find out the paths and methods that Shanghai can learnfrom them, including increasing the policy classification of land use toreflect good planning guidance, also land classification to be rough toincrease more flexibility; perfecting compatible regulations,enhancingthe pertinence; improving the quality of planning staff and perfectinglaws and regulations of the management of compatibility; strengtheningland use management and actively guide reasonable change of land use.
