In recent years, for industries, enterprises and consumers, mobileInternet has opened a new era of change. With the continuously deepening ofpeople’s cognition and extension, enterprises should cooperation with an openmind to the industry. And put forward the suitable strategic alliance for theindustrial development in the new field of mobile Internet. In order towelcoming the new world of mobile Internet, it needs to be connected for theindustries of mobile software, internet, television, advertising, banks andothers.This paper introduces the connotation and characteristics of industrytechnology innovation strategic alliance (ITISA), and summarizes therelation and distinction between ITISA and the traditional strategic alliance.Get a deep understanding of the development process of ITISA and researchstatus of scholars. On this basis, analyze the basic model at home and abroad, and point outindustrial alliance based on collaborative innovation should adoptgovernment-pushing mode. From the collaborative innovation perspective,this paper explores the important factors to ITISA partner choice. Using AHPmethod, it builds a target system and evaluation mechanism method forpartner selection of ITISA. And then it analyzes the present situation ofmobile internet industry in China and the opportunities and challenges of amobile internet industry alliance in Shanghai.Finally, based on the mode of ITISA, combining the current situation,characteristics and innovative advantages of the mobile internet industry inShanghai, the paper provides a proposal about the industry ITISA mode ofmobile internet in Shanghai.
