Research On Shengli Oilfield Community’s Management And Service Mode

Since the reorganization of Shengli Oilfield, The community management and serviceindustry separating from main industry of oil and gas are grouped under unlisted parts. Theposition, function and attention have been weakening and marginalization. With rapiddevelopment of the oil city, the community management and service industry contains themeaning of community. The pursuit of high quality material and cultural life of oil field staffasks for higher quality of community management and service.The community management and service of Shengli oil field are accompanied with thewhole process of oil and gas exploration and development. It has experienced the passivemanagement and service mode in the early period of oil battle, distributed management andservice mode by the subunits independently, centralized management and service mode by thecommunity only, and specialized management and service mode by the community andspecialized company. Under the planned economy system, different community managementand service mode of different periods adapted to the needs of oilfield development andconstruction at that time. However, because of the long-term influence of planned economysystem, there are a series of problems for the community management and service nowadays.For example, heavy burden, the shortage of funds. These problems greatly restrict not only thefurther enhancement of the community management and service level, but also the furtherreform and development of the oilfield. From the analysis of the causes of the problems, thereare both institutional and conceptual reasons. In this paper, based on the respect of oilfieldconstruction and development history, combined the vision of ‘a hundred years of innovation,a hundred years of victory’ and the request of ‘To build a world-class, development take thelead in development.’ I put forward the management and service mode of cooperation bydiscovering and understanding the developmental rule of special construction of petroleumenterprise and learning from other oil companies practice. And also, to strengthen top-leveldesign, strengthen the system construction, improve the operating mechanism, the implementation of security, improve the structure of fees, service brand, specificimplementation approach are described.
