In today’s pluralistic society and the era of economic globalization, faced withcompetitive pressure and complex environment, governments and enterprisesaround the world increasingly use team management to implement more decisionsand actions through a variety of groups. To closely follow the world trend andadapt to the economic development, the advanced concept of team managementhas come into being in the field of public administration in recent years. It aims atreducing management costs, improving quality and efficiency of public managementthrough team operation and management.In this context, because of current rapid development of China’s economy, theincreasing number of taxpayers, and collectivization and scale management changes,the State Administration of Taxation put forward a New Tax Levy which is basedon the report of pay taxes and optimization services, computer web, centralizedcollection, focusing on auditing, and strengthening management. By continuousexploration and practice, Tax departments at all levels introduced the concept ofteam management, committing to the transformation from the "man operation"management model into a professional management team, which can reduce taxcosts and improve Tax Compliance.As a more advanced and effective tax management, Tax assessment plays aneffective role in strengthening tax administration, improving the collection andquality and reducing tax risk and loss. It is the primary means of tax collection inthe new period. How to create an efficient tax assessment team which can give fullplay to the functions of tax assessment, have become important issues for taxdepartments.Taking the tax assessment team of National Tax Bureau in H County as theresearch object, this article analyzes the current status and problems existing in theprimary tax department assessment through questionnaires. It learns from foreigntax authorities and tax assessment team building aspects of the existing researchresults, combined with local tax Organizational Setup and human resource management situation, using organizational behavior, management and otherrelated theories to explain the establishment of tax assessment and management ofthe team in detail. Starting from the actual tax assessment for the creation anddevelopment team in all stages of characteristics and difficulties, it takes suchappropriate strategies as allocating team members, designing organizations,allocating team roles, making sure responsibilities of team work, creating teamculture, and establishing reasonable performance evaluation and incentivemechanism. And build up a scientific and efficient system for tax assessment teamto promote convergence between the tax assessment of the close links, a cleardivision of responsibilities clear, perfect performance and incentives, taxassessment team to really become an efficient management team, fully realize taxassessment functions and create a win-win situation for tax rights.
