With population growth and socio-economic development, the scarcity of land resourcesbecome more apparent. Land use change has been a global issue in research while land usechange lead to the direct embodiment of the increasingly sharpening contradiction betweenhuman and land and the issues of food safety and environmental changes. Yangling, the onlyagricultural high-tech industries demonstration zone in China, has become a typicalrepresentative of rapid development in modern agriculture and rural urbanization since it wassupported by national policy in1997. Therefore, land use change of Yangling was chosen as ourresearch object, analyzed by RS and GIS technology for studying Yangling’s land use dynamicchange in recent24years, which was combined with field survey data of233households formining the driving factors of land use change, then the land use status was accessed thoughcomprehensive evaluation coefficient method. As further, some major problems were focusedand discussed to put forward practical solving ways for policy makers and local farmers. Wedrew the main conclusions as follows:1. Land use had changes dramatically during the period from1989to2013in Yangling.Agricultural land area decreased by2351.36ha, construction land increased by2113.90ha,unused land increased by237.45ha. The agricultural land reduction was mainly due to the lossof the cultivated land. The cultivated land reduction mainly flowed to the construction land.Next was the land internal transfer in the agricultural system, it transferred to the orchard, thenursery and animal farm land. For the cultivated land, high rate of land changed from cerealcrops land to facilities-cultivated land.2. The main driving forces of land use changes were the policy regimes andsocio-economic factors. As an "agricultural town", Yangling got some special policies from thecentral government, which was directly guided land transfer and land use structure changes.And economic development and urbanization also accelerated the process as well, i.e., land usetransferred from the low-value to the high-value products. Agricultural land changes inYangling were in recession, especially for the cultivated land.3. Compared to the land use degree change of1989-2007, the degree of land developmentand utilization increased during2007-2013, and overall land use of Yangling was in thedevelopment stage. The result of comprehensive evaluation coefficient method analysis showedthat: land use was in a sustainable reasonable use stage. And land use comprehensive proficiency was in the medium level, also land development and land intensive use degree werehigher than that of Shaanxi Province in average level.4. Due to the issues of a large number landless farmers, caused by agricultural landtransferred to construction land, and high rate of land changed from cereal crops land tofacilities-cultivated, orchard and animal farm land, training of landless farmers re-employment,cultivation management and aquaculture technology should be carried out in order to enhancethe efficiency of land utilization. In addition, it is important to solve the environment problemwhich was caused by manure without centralized disposal but directly used to orchards andfields. To maintain the special position of "agricultural town", it is inevitable requirement tobalance the relationship between arable land protection and urban construction land demand,and the relationship between economic development, ecological protection and sustainable landuse.
