Since the1990s, with the rapid economic development, the coal industry of China is gaining ground, and the coal production has been the first in our globe for many years. But behind the rapid development of the coal industry, it has been one security incident after another in coal mining enterprises. The incidents have seriously affected the operation of coal mining enterprises, and also restricted the healthy and stable development of the coal industry. In recent years, the party and government have attached great importance to coal mining safety, improved the degree of intensification by corporate restructuring and mergers, and developed the corresponding regulations and policies to protect the coal mining safety production. These measures have achieved some results, but not so radically reversed the coal security situation. This is mainly due to the coal mining enterprises are still using the old production technology and management experience, lacking the appropriate consciousness and philosophy of technical innovation, having no supporting risk assessment system. In addition, coal mining safety production, a huge system project, cannot avoid the risk interference by various factors. We can only find the risk source in time and then take measures to it. Therefore, to study a set of suitable risk assessment index system and evaluation model of technological innovation, and some more targeted, reasonable and feasible countermeasures and suggestions, has a very realistic theoretical significance for our coal mining enterprises to enhance the technological innovation capability and improve mining security.This paper, based on the related literature and scene research, first summarizes the status and risk problems of technological innovation of coal mining enterprises by studying the status in and out of our country, and establishes the evaluation index system that contains25risks factors by analyzing five categories technological innovation risk factors (human factors, technical factors, financial factors, management factors and market factors) in details. It analyses all possible factors that affecting the technological innovation risk by combining with the design principles of the index system and according to the recognition and identification process during the evaluation index system building. Then it builds the technological innovation risk assessment model by Analytical Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation (FCE). At last, it determines the level of technological innovation based on the composite score of risk assessment that calculated by combing the weight distribution of factors affecting and comprehensive evaluation matrix with the results of the analytical level tables.This paper gives an example to verify the feasibility of the evaluation model. For the case study of A coal mine in ShanXi, it calculates A mine’s composite score of technological innovation risk is72.28by building its risk evaluation index system and evaluation model. According to this result, A mine’s technological innovation risk level is "strong", i.e. a strong ability to resist risks. Finally, it gives some countermeasures and suggestions to enhance and improve the ability of the technological innovation based on A mine’s risk problems identified and discovered during the evaluation process.This paper provides a more comprehensive and systematic theoretical reference for the risk assessment in relevant departments by scientifically building the index system and model. The comprehensive research on coal mining technological innovation risk factors by using qualitative and quantitative analysis with Analytical Hierarchy Process (AHP) and Fuzzy Comprehensive Evaluation (FCE) is benefit for master the technological innovation capability of coal mining enterprises, and thus guarantee the safety production to have more practical value.
