| Technological innovation is an important source of today's enterprise growth and the way that enhances the competitiveness of an enterprise and achieves sustainable enterprise development. Evaluating technological innovation objectively and accurately is critical for an enterprise to realize its actual technological innovation status, to use effective innovation strategy, to maintain and to improve its competitiveness, to make full use of its advantages and to achieve the best economic and social benefits.At present, enterprise's technological innovation has attracted much attention from our government. The research about technological innovation theory and practice has attained substantial progress. However, the existing innovation evaluation system generally doesn't aim at the whole process of innovation, but only one aspect of it. The evaluation result can only help enterprise realize its status in its industry or region, and does not play a leading role in all the innovation. Therefore, it is necessary to establish a comprehensive, objective, accurate and effective technological innovation evaluation system, which can satisfy different goals for different stages of the innovation process.In this paper we studied the problem of enterprise technological innovation evaluation in depth from both theoretical and methodological perspectives. The main research content as well as the achievement is summarized as follows.Firstly, based on the research of domestic and foreign scholars, we studied the entire process of enterprise's technological innovation, elaborated on the definition of enterprise's technological innovation, considered what areas need technological innovation and how to innovate, and further elaborated on the necessity and the role of technological innovation evaluation. According to the different characteristics in different stages of the innovation process, we analyzed the main part of the comprehensive technical innovation evaluation system. We also reviewed its development in China and abroad, compared and summarized the commonly used methods of innovation evaluation, and analyzed their pros and cons.Secondly, we studied the model and method of technological innovation evaluation. By analyzing the characteristics of innovation project risks, we decomposed complicated risk factors into simple ones, grouped these factors into a hierarchical structure according to the relationship among levels, and constructed the technical innovation project risk evaluation index system and its quantitative model based on the comprehensive fuzzy judgment.
