With the advancement of China’s construction of a well-off society in all aspectsand sustained and rapid growth of national economy, tourism faces great opportunitiesfor development and wons unprecedented attention to the society. Hunan provinceclearly put forward in the "twelfth five-year" tourism development planning that atourism strategy can be applied to highlight the advantages of the tourism as alivelihood industry and to meet the high quality demands of people’s livelihood. Theimpacts of tourism industry in increasing employment, improving people’s livelihood,raising the level of poverty alleviation and development and enhancing urban gradeand urban management idea should be brougt into full play.Chengbu has a long history and splendid culture with rich natural and culturaltourism resources. However, as a national-level poverty-stricken county, it is of thecharacteristics of slow growth economy, extensive economic growth mode, laggingtourism planning and infrastructure and inadequate input in depth development ofscenic spots at present. By comparing the tourism resources of areas surround withChengbu’s, in the meantime, conducting SWOT analysis on its tourism marketpositioning and tourism exploitation conditions, this paper establishes the overallorientation for the tourism development of Chengbu miao autonomouscounty----"China special mountain leisure vacation travel destination". Moreover, itpoints out that the tourism product development should take the form of "fourcombinations", that is, the combination of tourism, leisure with special tourism, offestival held with folk experience, of highlighting the superior natural environmentresources with digging unique folk culture resources and of building strong brandwith complying with the demand of the market.At the same time, taking regionalunique tourism resources as the core, Chengbu’s tourism industrty can be integratedinto the regional tourism products system actively through the complementarity and combination strategy and can be shaped into overall system through differentiationand personalization strategy. Finally, this article analyzes Chengbu’s six key tourismprojects from three aspects of overall, major construction projects and its content andmarketing promotion activitives.
