The Study On The Evaluation For The Innovation Effciency Of Industry-university-Research Cooperation In Chinese Provinces

The Innovation of Industry-university-research cooperation is the inevitable product of economic development on the knowledge economy and the market economy background. In the wave of global economic integration, intensified today, with the background of innovative research cooperation activities have become an effective means of promoting economic development, a national innovation system an important part. Since1992, China jointly implemented a joint development project by the State Economic and Trade Commission, the State Board of Education and the Chinese scientific research, after20years of effort to obtain a series of fruitful results. From the beginning of the single-sector development has become the single-chain multi-chain complex department, completed by the linear model to a network model. However, increasing the intensity of cooperation does not mean the quality of cooperation increases, universities and research institutions recessive technical resources are not equivalent to the dominant enterprise competitive advantage, Enterprise units obtained from technical resources are wasted, the efficiency is not high.First based on the theory of complex system, this paper constructed the conceptual model of cooperative network and introduces the four-stage DEA method into the study for the innovation efficiency of industry-university-research cooperation. Using the panel data of Chinese provinces during2003-2011, this paper measures the innovation efficiency of these provinces’industry-university-research cooperation from both horizontal and vertical perspectives. Our study demonstrates that industry-university-research cooperative combined innovation efficiency, technological innovation efficiency and scale efficiency all hold the characteristics of regional differences and period fluctuation; The exogenous environment variables have promote impact on the variables of project investment and funds investment; The combined innovation efficiency, the technological innovation efficiency and the scale efficiency of the East are higher than the Mid-West and Chinese average level. After the East, the Middle is higher than the West, and both the Middle and the West are lower than the Chinese average level.
