Research On The Innovation Of Management And Maintenance Institution Of Water Conservancy Facilities In Zekou Irrigation Area From The Perspective Of Public Choice

Zekou Irrigation Area is located in the Jianghan plain area, which is one of the large-scale gravity water diversion irrigation area in Hubei Province. Because of the superior natural conditions and rich economic resources,this irrigation area is an important grain production base of Hubei. Due to the limited investment and low quality standards in the period of construction and being influenced by both natural factors and human activities, the water conservancy facilities in Zekou Irrigation Area have facing a series of problems. These problems seriously restrict the development of irrigation districts, not resolved as soon as possible, existing water conservancy facilities are unable to run well,irrigation demand can not be guaranteed, and the production and life of the irrigation area will be subject to serious impact.In order to solve the problems and explore the innovation of irrigation infrastructure management, this paper makes a systematic study from the following three aspects. First,preliminary understanding the actual situation of management and maintenance of water conservancy facilities through field survey and interview, summarizing the problems existing in the construction and operation management of water conservancy facilities in Zekou, such as the increasing contradiction between supply and demand, lack of maintenance funds and the unclear maintenance subject and many other issues. Then by using the research methods like public choice theory to find the reasons from the public pond property of water conservancy facilities, the choice of maintenance behavior,management and protection in incentive mechanism three aspects, which have carried on the analysis for the plight. Finally, on the basis of the successful exploration experience of water conservancy facilities maintenance system reform in Miancheng, the ideas for the reform and innovation of water conservancy facilities management system in Zekou Irrigation Area have been provided.Focus on the improvement and promotion of the system about “the conservator of water conservancy facilities”, and strengthen the daily supervision on the irrigation water conservancy facilities. In raising funds, “one project one discussion, raise fund and labor”should be combined with the government subsidies in order to raise village facilities maintenance maintenance funds. A special fund management account should beestablished for the maintenance and management of facilities. Only when the funds are used exclusively for its intended purposes, will the financial guarantee of the management and protection of water conservancy facilities be provided effective.
