With the development of economic construction and various undertakings, the coastal areas in China rapid progress of urbanization, land requisition and resettlement problem had become an important way of the government to" Identify new resources". But this job involves the number of people, and the interest is deep and complicated, which in turn cause social hot issues or major mass incidents. It brings a lot of pressure to the government, and makes land resettlement work into an infinite loop, that namely the land requisition and resettlement task overweight year by year, but the difficulty of land requisition and resettlement work become geometric multiples rising every year. There is a word that "The government work on land requisition and resettlement has become more and more urgent, but its difficulty had become more and more". I choose H city G district as the object of the research。G district is located in the east gate of Zhejiang province H city, as east frontier of H city. It faces the pressure of the land requisition and resettlement work. Every year the number of complaint events what caused by work is rising, especially land requisition and resettlement work. Although the government had spent a lot of money and energy on resettlement work of the farmers, but the problem has not been fundamentally solved, which makes the study has a certain theoretical and practical significance.Domestic and foreign scholars make a lot of research on land requisition and resettlement problems, and many famous scholars have made in-depth analysis and research on the land requisition and resettlement work. So my research can draw lessons from the literature, data, data is fully, and it also provides great help for my research. But because the research regional restriction, the number of the nationwide general research on rural land requisition and resettlement is large, and the main body of the research focus on the land requisition compensation and resettlement compensation direction, but combined with the H city G district residents of the urbanization of rural land requisition and the related (already urbanized) is lack of related research literature.At the same time, more a part of scholars focus on the concept of generalized, policy research, but there is a large sample of this region involved in land requisition and resettlement issues research literature is still in the blank. In this paper, we make a very seriously visiting survey on the200households, who have land resettlement of peasants, through access to the questionnaire, and telephone, with the method of questionnaire survey method. And we master the first-hand information by adopting the combination of theoretical and empirical analysis method, and grasp such group data objective truth. For comprehensively analyzing of the present situation of land expropriation and resettlement of H city G district and the existing problems, trough consulting a large number of relevant literature, the theoretical analysis, the material will be published on the municipal, district of land requisition and economic development data, obtain the H city statistical yearbook, annual reports and land requisition land sector statistics to sorting and analyzing related data. All things what we had work hard is trying to analyze, and put forward effective improvement measures.This research thinks that, the current land requisition and resettlement policy makes the standard of living of the land-lost farmers not improved but also decreased instead in land acquisition and resettlement And fair and justice in the process of land acquisition and resettlement not guaranteed, more and more land-lost farmers part including the practitioners who engaged in land acquisition and resettlement have certain dissatisfaction or the fear on the work. That must produces a certain resistance on land acquisition and resettlement work smoothly.There are many reasons analyzing of the above problems, what contains both concluded systems non-standard, but also the incomplete policy of government resettlement, and also contains lack of monitoring of government power. This research hope to suggest the government regulating power range, reducing the dependence on land finance of local government, reforming the examinational system and perfecting the land requisition, resettlement policy, strengthening the regulation of the power of the government functions. Such as these works to reduce the discontent of land-lost farmers, reverse the present problems of the reverse land resettlement gradually. The purpose of all what we done is pushing into the reform of land acquisition and resettlement work into "the deep area", and to achieve the purpose of the forecast of this research.
