The Research Of Hunan Nonferrous Metals Industry Development

Many public policies promote industrial restructuring and category upgrading. They are designed according to the environment of industrial transformation and upgrading. However, there are few public policies designed based on developing industrial structure and market practices.There fore, for an in-depth analysis of the relationship about the industry structure, market conduct and public policies, this paper takes the positivist orientation for research and field studies in the secondary analysis of case studies and literature research, addressed industry structure, market conduct and interaction between public policy mechanisms. An analysis found that traditional S-C-P frame too focused on industry-specific environments, while ignoring the industry’s overall environment and public development policies, such as better design of public policy, you must expand the traditional S-C-P frame. So, based on relevant literature, I put the whole industry environmental and public policy into the traditional S-C-P framework, and build a G-S-C-P-P framework. In order to test the analysis of the G-S-C-P-P framework, this paper choses the Hunan nonferrous metals industry as a case, using G-S-C-P-P framework to analyse the Hunan Nonferrous industry whole environment, and then using the S-C-P framework to analyse Hunan nonferrous metal industry specific environment. Analysis revealed that, Hunan nonferrous metals industry is in the Mid-industralization, and the industry concentration is low. Now the biggest problem we are facing is the structural adjustment, industrial development and resource protection. Finally, in accordance with the type of public policy in the framework of G-S-C-P-P, the paper designs respectively for public policy. On structural adjustment issues, we need to deal with it from the product structure, resources structural and Enterprise structural these three aspects; on industrial development issues, we must do it from research and development, business management and environmental protection; for resource protection issues, we have to increase mineral exploration work, increase resource utilization, and expand the sources of resources before they can protect the resource needs of the industry.
