Human Resource Management (HRM) is an important foundation for enterprisesto achieve strategic goals. As the basis and beginning point of HRM, the recruitmentperiod will directly affect the whole system depending on its level of scientificconduction. Human Resource managers need to face quite a few challenges in order toachieve efficient work, for example, how to build a corporation-based recruitmentmanagement system according to scientific HRM theories; how to improve andoptimize the recruitment system in line with the changes of strategic goals.Fantasia Group focused on steady and rapid real estate development for the first16years. It was successfully listed on the Main Board of Hong Kong (Hong KongStock Exchange stock code:1777). As the economic environment grows morecomplicated and the competition in the same industry becomes fiercer, the future ofreal estate faces enormous challenges. Therefore, Fantasia Group sorted out a newstrategy in2012, committing to becoming a “leader of experience with fun, fascinated,qualified living space”. This new strategy brought out a huge demand of the talented,the former recruitment system for real estate industry clearly can no longer meet thisnew criteria.Apart from studying the theory of recruitment and competence, this paper alsodiscusses the meaning of introducing competency model to recruitment optimizationprocess. With questionnaires, this paper is to reveal the Fantasia Group’s currentrecruiting problems, including a lack of systematic recruitment of specific researchneeds, scientific recruitment criteria, effective recruitment impact assessment,professional recruiters and efficient recruitment process, noting the challenges that theGroup HR is facing with; on this basis, this paper develops an optimized proposalconcerning six aspects for the recruitment system, including scientifically forecastingrecruitment needs, developing talent selection criteria, optimizing present recruitmentprocess, increasing recruitment channels, enhancing recruiters’ professionalism andcarrying out recruitment result assessment. Moreover, this paper points out that inorder to ensure smooth implementation of the optimization program, the group shouldprovide protection for its ideas, people, regulations, organizations and culture, so as toenhance the efficiency of the Group’s recruitment, to ensure that the group is moreequipped with talent advantages and ultimately, the Fantasia Group will be guardedwith strong protection by human resources for strategic achievement.
