Solve the "three rural" issue has been one of the priorities of our government, and deal with the"three rural" issue depends largely on whether the supply of rural public goods efficiently. Henan Provinceis located in the Central Plains, as a traditional agricultural province, the agricultural economy of thecountry’s economic development has an important impact. Since2012, the State Council officiallyapproved the "Central Plains Economic Zone", the strategic positioning of Henan Province as an importantnational food production and modernization of the agricultural base, the country’s industrialization andurbanization, information technology and agricultural modernization, the coordinated development of thedemonstration area. Thus, Henan rural public goods supply problem solving for the construction of theCentral Plains Economic Zone, agriculture has a vital role in economic development.Henan’s rural public goods supply is the cumulative result of the multi-reason. As a long pattern ofnon-balanced development of urban and rural economic structure, the limited financial resources ofgovernment investment in agriculture and the various factors existing rural public goods supplymechanisms exist, causing widespread supply of public goods in rural Henan total lack of supply, singlemain supply, the supply structure is not balanced and low supply efficiency status quo.In this paper, the various government policy advice, using the relevant theoretical knowledge of publiceconomics, institutional economics, management science and other government surveys and statistics withthe actual sorting of the data through a combination of quantitative and qualitative analysis, summarized inHenan Province Rural Public Goods changes in the development of different historical periods supplysystem, learn from foreign experience in the supply of public goods in rural areas, rural areas of HenanProvince in the supply of public goods problems and their causes, and to design a targeted rural publicgoods relatively complete supply system and the reform of the views put forward supporting policymeasures.
