Analysis On The Problem Of The Supply Of Rural Public Goods In China

Rural public goods with which farmers'production and life are closely related has been a topic of general interest as the "three Fs"(farmer, agriculture and rural area) are gradually paid attention to. This article focused on the problem of the supply of rural public goods. At first ,the article analyzed the present situation of it and pointed out that there were some problems in it such as low efficiency, insufficiency of supplies total quantity and bigger and bigger disparity between the city and rural area. Its origin mainly contained government monopoly supplies pattern, government's dodging to supply responsibility, imperfect management system , games between various benefits bodies and loose relation between farmers and so on. In order to supply rural public goods efficiently, The article believed that we must use all strengths, firstly, we must fully display public finance's leading role, raise its efficiency, i.e. increase the quantity of public finance while investment system should be reformed, use the most superior public investment principle and establish perfect surveillance mechanism; Next, we must increase supply channels of rural public goods , including constructing government induction supply pattern of rural public goods such as market to enter, the property right reform, the management and the government drive and so on, enhancing the degree of farmers'organization so as to supply rural public goods in concert as well as displaying the non- official organization's function.
