In the course of deepening socialist market economic system reform and vigorously promoting the reform process of state-owned enterprises, in order to solve outstanding issues that state-owned enterprise workers hinder the reform of state-owned enterprises, combined with the practical experience, the government introduced the relevant documents while restructuring or non-nationalization the state-owned enterprise, with the economic compensation, convert state-owned enterprise workers’identity and make the enterprises no unlimited responsibility to workers, but just limited responsibility according to the principle of the unity of rights and obligations. The introduction of these policies provides powerful policy support for the reform of state-owned enterprises and contributes to the steady rapid development of the reconstructions. With the deepening of the reform for thirty years, a modern enterprise system and a social security system have been established in China. In the30years, social economic environment changed constantly, so as a policy, state-owned enterprise workers identity conversion policy is also facing many difficulties at present. On one hand, China’s state-owned enterprise reform has not been completed yet, in a certain time the policy must work for it; On the other hand, in the situation of the foundation of the modern enterprise system and development of the social security system, the policy hampers the development of state-owned enterprises.Facing of such a contradictory situation, the state-owned enterprise workers identity conversion policy, where is the way out, what measures the government should take to improve and adjust it, this paper, the state-owned enterprise workers in Yulin identity conversion policy for the study, will present the state-owned workers identity transformation theory and policy-relevant local reality, the use of the theory of public management tools, from a policy point of view the use of the specific operation difficulties faced by the policy itself, and the causes of distress are analyzed. The corresponding countermeasures are also given out. Through empirical research on the conversion policy implementation of the identity of state workers in Yulin City, the author found that in the background of the new round of state-owned enterprises reform, the policy affected the competitiveness of state-owned enterprises, state-owned enterprises itself and personnel management market, and hampered the capitalization of state-owned enterprises management. At this stage, with the retention of state-owned enterprises workers’identity changing policy, in order to break the dilemma to the development of state-owned enterprises, the policy should be adjusted, so that it would get more responsive to current various situations.
